It is possible that under some circumstances an expression created under the rules of _N2914_.14.10.2.1 [concept.map.fct] might be syntactically ambiguous with declarations, in which case they would be interpreted as declarations and not expressions. It would be helpful to have an explicit statement to the effect that the expressions created by these rules shall always be interpreted as expressions and never as declarations.
