Rationale (10/99): The Standard accurately reflects the intent of the Committee.

Paragraph 9 of says that extra default arguments added after a using-declaration but before a call are usable in the call, while 9.10 [namespace.udecl] paragraph 9 says that extra function overloads are not. This seems inconsistent, especially given the similarity of default arguments and overloads.
Rationale (10/99): The Standard accurately reflects the intent of the Committee.
